Are they legal?

The expanded hollow points don't breach any state laws, even in the most gun restricted areas, like Washington D.C. and California. 

MA, HI & DC: The possession of reloadable components is regulated in some areas, and the "soil" in the flowerpots is .22LR spent cases.  Since these are technically considered reloadable, the bases of the cases can be punctured before shipping.
